| A source-published seasonal-sales trough, not an isolated parsing defect. Independently decoded Eurostat clothing levels for July/August/September 2020 are 92.7/75.2/95.8, matching the database; August published MoM is -18.9%. ISTAT's final August release explains that summer clothing and footwear sales began in August in almost all regions, later than in 2019, and directly attributes the HICP monthly fall to this timing. Its broader clothing-and-footwear rate is -18.6%, not the narrower clothing-only -18.9%; these are not substituted. No interpolation, rebasing or data revision is warranted. Only the August 2020 clothing outlier is settled. | ||||||

| A source-documented university-fee reduction, not a change of index base. Independent decoding of the October 2 Eurostat archive matches all 363,352 Italian monthly observations across 1,418 series, including these three overlapping tertiary-education classifications: September/October 2017 indices 186.5/113.1 and published October MoM -39.4%. These are a parent and its nested categories, not three independent breaks. ISTAT's definitive October release explicitly attributes the university-price fall to new student-contribution rules under Law 232/2016. Its NIC discussion corroborates the cause, not interchangeable HICP levels. Values remain unchanged; only the three October 2017 base-break flags are settled. | ||||||
