The connector's own docstring, verbatim. It lives beside the code so it cannot drift from it.
Haiti CPI from the Institut Haïtien de Statistique et d'Informatique (IHSI).
IHSI publishes the 2017-2018=100 CPI through monthly "Le Coin de l'IPC" bulletins and a methodology volume whose annex carries IHSI's own linked 2010-2018 history by item for all products, local products and imported products. The connector keeps that single official base family, the source-native headline and twelve divisions, the five published regions and the published local/imported-product annual rates, and never maps the national classification onto COICOP.
The annex is parsed and completeness-checked in full, but only its all-products headline and division rows are published. Its item tables repeat or shift rows in several years (for example "Montre" repeats "Soins esthétiques" from 2011 and the following division-12 rows move down one line), and its local- and imported-product headlines disagree with Table 6 of the same volume. Those rows cannot be attributed to items without re-mapping source identities, so they remain in the immutable raw archive only.
Every bulletin repeats comparison columns from earlier months, and IHSI sometimes revises those cells. A bulletin therefore contributes only its own reference month, except for the explicitly reviewed months in `CATALOGUE_FILLS` that have no usable bulletin of their own in the official catalogue. No value is ever recomputed or corrected.
