The connector's own docstring, verbatim. It lives beside the code so it cannot drift from it.
Kosovo consumer prices from the Kosovo Agency of Statistics (KAS).
KAS calls its consumer price index the Harmonised Index of Consumer Prices (HICP, Albanian IHÇK). It publishes two families that must not be joined:
* the ECOICOP 2015=100 family on the official ASKdata PxWeb portal. Its detailed tables carry the headline and 62 divisions, groups and subgroups from May 2002 through March 2026: the index (`cpi09), the published monthly and annual changes (cpi05, cpi04) and annual basket weights in percent from 2002 through 2024 (cpi02`); * the COICOP 2018 2025=100 family, which KAS adopted with the April 2026 release. Its headline and thirteen divisions, published monthly and annual changes and the 2026 basket in per mille appear only in the monthly release PDFs. The connector reads the Albanian edition, which KAS publishes for every month.
ASKdata's headline table (`cpi01`) is archived as evidence but not parsed. Its index column is labelled 2015=100 yet switches to the 2025=100 family from April 2026 without a break marker, so parsing it would splice two bases. Its pre-break index equals the detailed table's headline; its own monthly and annual changes differ from the detailed tables by 0.1 point in about 55 months and carry one isolated April 2025 monthly change of 2.0 that its index does not support. The detailed tables are internally consistent and are used.
KAS describes a 2025=100 recalculation from January 2016, but has so far published that history only as annual changes in the 2025 annual release, whose narrative contradicts its own division table. That release is not parsed; the 2025=100 family therefore starts in April 2026 and is never linked to the 2015=100 history.
Main-group duplicates (`cpi08, cpinew1, cpinew2, T4CPI, T5CPI), annual-average summaries (cpi07, cpi06) and average prices (cpi03) are catalogued but not ingested. The duplicates and summaries restate the monthly tables, with stale pre-refresh 2023 values in cpi08, an August 2024 row in cpinew2` that is not annual change, and annual rows that disagree with their own monthly series (telephone equipment from 2022, package holidays in 2024, restaurants' 2004-2007 changes). The partial May-December 2002 basket is stored as the 2002 basket.
Source values are never corrected. Social protection (12.4) is published as 0 for its index and changes throughout 2012-2013; the placeholders remain as published. Two source-label code typos ("0.4.4." and "9.6") are normalised to their unambiguous codes while the label text is kept exactly.
